NEW DELHI–India’s federal cabinet on Wednesday approved draft legislation that would prohibit commercial surrogacy in India, where fertility clinics have become a big business and raised concerns about exploitation of women.
The bill is expected to be taken up for debate by lawmakers in November, when Parliament reconvenes, Foreign Minister Sushma Swaraj told a news conference after the cabinet meeting.
